Jearl Walker describes a blue moon as a moon that appears blue because it is 
full, low on the horizon, and there is an extraordinary amount of particulate 
matter (due to, ie, volcanic ash) which scatters the light in the blue 
region. That's all I know!  I do know that the second full moon in a month is 
what most people accept as the blue moon definition.
