I might be wrong with my theory, but continental crust is probably the crust
they are referring to. This being true makes the crust less dense than the
mantle as well as made of different primary elements. In this case the
p-waves would travel faster through the denser (due to pressure) mantle
(fluidy, not liquid) layer. A key idea to this theory is that the mantle is
(again) not liquid, but fluid.
